How a Handicap Index is calculated
Each round produces a score differential — roughly how far your adjusted score was from the course rating, scaled by slope. The World Handicap System takes your best 8 differentials from your last 20 rounds and averages them.

Why the number keeps changing

Three numbers, in that order. Your index is portable. Your course handicap is that index converted for the specific tees you are playing. Your playing handicap applies the format allowance on top.
It is the course handicap that determines how many shots you get today, which is why quoting an index without saying which tees is not enough information for a match.
